Carter County Community Services for Help Program

This program provides emergency assistance to an individual or household experiencing a documented emergency. The program's goal is to encourage those individuals who are able to work are asked to perform community service in exchange for assistance they receive.

Child Care Resource and Referral

C.S.B.G. Fan Club
This program solicits businesses and citizens of our five county service area to donate fans, air conditioners or money to purchase these items. The fans and air conditioners will be distributed to the elderly and sick residing in our service area.

Emergency Food and Shelter
(Carter and Lawrence Counties)

With funding provided through individual county funding sources, this program assists individuals in Carter and Lawrence County who are in need of emergency assistance. Funding may be used to purchase food, prevent utility disconnects, or provide temporary shelter due to fire, flooding, or loss of income.

Head Start

Head Start is a Federally funded program for preschool aged children from low-income families. Children who attend Head Start participate in a variety of educational activities. Head Start’s educational program is designed to meet each child’s individual needs by providing a variety learning experiences to promote intellectual , social, and emotional growth. They may also receive medical and dental care, have healthy meals and snacks, and enjoy playing indoors and outdoors in a safe setting.

HSTARS (Head Start Training and Resource Specialist)

As part of the Head Start program, the HSTARS is one of 28 throughout an Region IV. The specialist provides training and technical assistance to Head Start programs in the Northeast Cluster, which include nine agencies covering 26 counties, as well as the delivery of services to children with disabilities and their families.

LIHEAP (Low Income Home Energy Assistance Program)

This is an income based program. Based upon population and the percent of poverty, state funding allows each Community Action Agency to assist families to pay utility bills. The program primarily pays heating bills, but during times of extreme temperatures, funds are allocated to assist with cooling costs. The program is divided into three phases: Subsidy, Crisis, and Summer Cooling.

Subsidy. Based upon family size and income, households receive pre-determined amounts that are sent directly to their utility provider to assist with heating costs.
Crisis. Households who are assisted in this program have to be in or will soon be facing a heating crisis. The household must be within 48 hours of having their utilities disconnected or within four days of being without coal, wood, propane, or kerosene.

Summer Cooling. During periods of extreme summer temperatures, funds may be allocated to assist with cooling costs of low income households.

Northeast Catering

Northeast Catering prepares meals for the Home Care and Title III Programs, the local Head Start Programs and occasionally prepares meals for local activities and special events. Meals prepared for Head Start conform to the Child and Adult Care Food Program and Head Start Performance Standards. Rural Transportation

The Northeast Rural Transportation System provides transportation for the general
public, elderly and handicapped in our five county service area of Boyd, Carter, Elliott,
Lawrence and Greenup counties. Elderly participants have the opportunity to be
transported to Senior Centers for nutritious meals and socialization as well as grocery
shopping, and other necessary needs. The service operates on a fixed call and demand
response route.

The Rural Transportation System also provides intercity transportation to Morehead,
Grayson, and Ashland with a minimal charge for each trip. This service is offered based
upon adequate ridership. For more information, you may call (606) 286-4443 or 800-

inquiries concerning rates and routes.

Hearing and sight impaired may call the TDD number 800-648-6057 for message relays
to the Agency.

Lonnie M Click and Owen M Fielding Memorial Scholarship

Scholarships are awarded each year to area students who fall within the economic guidelines. Students must be accepted at an accredited facility of higher education and reside within our five county service area.

Weatherization

This is an income based program. The primary purpose of this program is to evaluate, repair, and reduce air infiltration into eligible homes. Weatherization of a home may include installation of insulation, replace or repair windows, air sealing, and replace or repair heating systems. Households with elderly, handicapped individuals, and children under the age of six, receive top priority for home weatherization services.

WIA (Workforce Investment Act)

This program provides skills assessment, career counseling, occupational skills training, work experience, referrals, and in some cases, on-the-job training. Eligible applicants may receive a maximum of two years of classroom training and assistance with commuting, meals, and child care.
The program is divided into four categories: Work Experience, Adult Supportive Services, Dislocated Workers, and Year Round Youth.
Work Experience. The objective of this program is to assist WIA eligible individuals with barriers to employment and to become self-sufficient. A combination of work experience and classroom instruction is used to accomplish program goals.
Adult Supportive Services. Assistance with tuition, books, supportive services of transportation costs, meals, and child care is provided to eligible students attending vocational or college classes.
Dislocated Workers. Individuals who have been terminated or laid off from employment and were not able to return to their previous industry or occupation are eligible to receive classroom training assistance covering tuition, books, required fees and required miscellaneous expenses.
Year Round Youth. An introduction to the world of work is provided to youth, ages 14-21, while enabling the students to earn money for clothes and other necessities. Participants enrolled in this program are tracked for one year in order to provide services they may need either by referral or by this agency.

Wintercare

This is an income based program. Wintercare is a program whereby utility companies accept donations from their customers. In collaboration with Community Action Agencies across the state, households are then screened and approved for payments of their utility bills from the donations received.
